Can't do it in Access: you need to do it for Windows as a whole, and
it's buried deep!
Start... Regional and Language Settings and pick a country which uses
the metric system, or click Customize and change the Measurement
System to Metric.
This will change it for all your programs which have rulers, not just
Access.
