Access to specified device, path or file is denied

I just started getting this message on my Win 2k Pro box.
Any idea what the heck I did or how to fix it?

Mike,

If you receive this error message when you attempt to open an executable
file, follow the steps listed below:

1. Click Start, and then click Run.

2. In the Run dialog box, type "command" (without the quotation marks), and
then click OK.

3. At the command prompt, type "regedt32.exe" (without the quotation marks),
and then press ENTER to start Registry Editor.

4. In the Registry Editor window, locate and click the following key in the
registry:

HKEY_CLASSES_ROOT/Exefile/Shell/Open/Command

5. On the Edit menu, click String, and then replace any existing value with
the following value:

""%1"%*" (without the quotation marks)

6. Click OK, and then quit Registry Editor.
