Exactly what do you mean by converting here?

An Access database file (mdb) contains many things : forms, reports, tables
of data, etc. etc. These things definitely can NOT be converted to pdf
format. Now, one of the uses of Access databases is to create reports. These
reports can be generated in a pdf format, although this functionality
requires some programming and possibly some additional software.

So if you're asking - can an mdb file be converted to a pdf format, the
answer is no.

I'm afraid the question doesn't really make any sense.

If you want to create a PDF document that contains the data that's in your
database, you could create a report that lists all of the data, and print
the report to PDF. Access doesn't have the ability to print to PDF built
into it, though, so you'll need a 3rd party product to do this.

The one I use is CutePDF

It's free, where free means no watermarks, no nag screens, no annoying Popup
advertisements, no time limits etc.
