Access Third party Wizards Not functioning

Problem: Access 97 Third Party Wizards non-Functioning
Environment:
I have an installation of Access, Jet 3.51, Office97 SR2, running under
windows XP Professional. Access was installed in a separate folder under
office\office97.
I also have Office 2003 installed in a separate directory.
Office 97 was installed first, and Office 2003 second.

Problem Description:
Access runs fine, and my application runs fine. all modules compile.
However, if I try to use Access Builders, or Find and Replace, these
utilities are added via the add-in manager, but will not work. An error
message is generated which says the builders are unavailable and gives three
possible reasons, 1. cannot compile wizard, 2. wizard installed incorrectly
3. registry error

Corrective Actions taken;
Tried removing all access 97 apps, directories, and registry entries as per
MS Knowledge base articles.
Reinstalled Access. This did not work.

Do you have permission to install Wizards? That is,
do you have permission to make registry changes in
HKEY Local Machine?

I double checked all permission in HKEY Local Machine.
I have full priveleges on the entire key and all it's subkeys.
I have full adminstator privelelges on this local computer as well.

Are you using an Access Profile (/profile) ?

Are you using Access Workgroup Security ?

Are the wizards showing in the registry under:
HKLM SOFTWARE Microsoft Office\9.0\Access\Menu Add-ins

Can you load one of the wizards into Access as a database?

1. No ..I am not using an access profile
2. No. I am not using workgroup security
3. All of the wizards except 1 (access builder) are showing under the
registry entry in ...HKLM.....8.0\access\menu add-ins

The obvious reasons are all gone.....

Can you load one of the wizards into Access as a database?
Can you add a reference to one of the wizards?

If you remove one of the add-ins from your add-in list,
can you then /load one of the wizards into Access as a database/
or /add a reference to one of the wizards/

The wizards are protected as mde files so they cannot be imported into a
database.
I can actually load the mde file and it loads without bringing up any
errors. Of course I can't compile it either, since it is protected.
Yes I can add a reference. ....but they still do not work.
BTW...I have tried this on 3 machines and confirmed it to be a problem on
all of them ( Windowx XP, Access97 and Office 2003)
..... I am going to keep trying....

The wizards seem to be in the registry correctly, and
they load correctly. The next test is if they run when
loaded as a database/library.

Load a database, then add a wizard as a reference.
Open the registry, and make a note of the 'expression'
value for that wizard.

Return to the database, and open the 'immediate' window
type a question mark (?), followed by the 'expression'
value from the registry, leaving out the equal (=) sign
from the start of the 'expression'. Hit the "enter" key.

The wizard should start correctly.

Since all your other wizards are working, and you are
not using security etc, I looks like these wizards have
a file or registration dependency: possibly a missing
or invalid Active X control, or a licensing issue.

David,
I have the wizards enabled.
I was able to do this by opening up the tools..references,,,browsed to the
*.mde file and added it to the references for the database.
The wizrards now function.
