Access Stops Working During Form Design

When I try to design a new form in Access 2003 under Vista Home Premium
and attempt to save the changes via the access prompt Vista tells me
Access has stopped working and begins finding solutions even though I
have the feature off.
There is no rhyme or reason to this but it appears it occurs when I have
data in the clipboard to copy and paste from old form to new or when I drag
and drop fields to the new form and then select yes to save the changes.
Has anyone else had similar problems?
Compacting and Repairing the database doesn't help it still happens.

Any help will be appreciated,
James
