When I update an application that has been deployed through access runtime it
requires the uninstall of the program on the computer and thereby losing all
the data. Is there a setting that will allow the updated application to be
installed over the original installation?

Even for single-user applications, I feel all Access applications should be
split into a front-end (containing the queries, forms, reports, macros and
modules), linked to a back-end (containing the tables and relations). In
that way, upgrades only replace the front-end, and don't impact any existing
data.
