Access RunTime related question

I have an mde which I want to make as a Access runtime file, because the user
of my mde is not having Ms Office installed on his computer.

I am not having MS Office Developer package so that I can make run time of
my mde therefore I searched on Website for this package, I found on on below
web site, but it is paid:

Could any of the profession can give me an idea if there is any free
software Tools on Internet by the help of which I can make my Access file as
runtime.

Its really very urgent.

The only way you can acquire the license to distribute the runtime is to
purchase a copy of the Developer package (which, for Access 2003, has been
renamed to Visual Studio Tools for Office). Any free tool which claims to
give you this right would be illegal.
