Access reports with a horizontal line after each record???

How do I get access to print a horizontal line after each record on a page
(kind of like a notebook with text on it).

Like this:

I tried finding "line control" on the tool box, but don't see it.

I am using Access 2003.

What am I missing? Can you give me a step by step description of the
