Access is dropping rows on import

I'm importing a csv file into Access 2003. when I import automatically using
DoCmd.TransferText acImportDelim it intermittently drops the first row. When
I import manually using the import wizard and same specification specs, it
doesn't. I get no "import error" table generated and I've verified that the
first row looks exactly like the 2nd row. I found one answer where the first
row may be missing a crlf but that's not the case in this case.

Has anyone else experienced this and how did you fix it?

Sounds like you're specifying that the first row contains header
information... Are you?
