"Access is denied" running NETSTAT?!

This is a new one to me:

Trying to clean a friend's laptop & when I try to see what flows they have
using NETSTAT -ANOP TCP (so that I get the PID to check suspicious flows vs
the Image Name with that PID in the Task Manager) it tells me "Access is
denied".

Now I have found several viruses, trojans, hacking tools, spyware etc. but
they've been removed via scans run in Safe Mode....

Any suggestions?

When I ran "secedit /configure /cfg %windir%\repair\secsetup.inf /db
secsetup.sdb /verbose" I got an error"

'secedit' is not recognised as an internal or external command etc. etc.

which seems to mean that something's looking for stuff like this &
disallowing them....

I really don't want to have to do a 'nuke & pave' but it's looking more
likely all the time.
