Access Denied

I have windows XP Home and as an administrator I have
full access.
However other USERS don't have access to certain files I
have downloaded or are unable to execute files they have
downloaded themselves. All other users have limited
accounts. I have rebooted in safe mode and on selecting
C: properties ensured that USERS have full control in the
security tab, I have also checked this is the case with
the particular files and programs they are unable to
access. The message they get when trying to access from
their account is you do not have enough priviliges,
contact your administrator. I have also tried changing
one of these accounts to administrator from my own
account but the same happens.
Is there anywhere I can get a definitive explanation of
how to set up access for specific program access from
within safe mode. The above has not always been the case
and I am sure it is something I have adjusted in safe
mode.

This is probably happening because a program is trying to modify system
files or folders. Unless you want to give your users access to those
(essentially making them Administrators), you will have to perform all
installations for them. There may be a workaround, though. I don't
know if this works in XP Home, so don't blame me if it doesn't.

Log in under the Restricted User's credentials. Right click the file
you want to execute, and choose Run As...and enter the credentials of a
Computer Administrator user. This method also works for shortcuts to
programs.
