"Access Denied" or "Permission Denied" Scripting Error

I encountered ""Access Denied" or "Permission Denied" Scripting Error Messages in my application running on IE v6 with Windows XP

I've alos checked the following from knowledge base

Please advise how to perform the work around step, ie

WORKAROUN
To work around this issue,
use group policies or use a separate .reg file to customize zone settings.

My first questions would be *are* you using a custom ".ins" file?
What application is generating the error?
