Access denied on password change

I have got the following situation:

A windows 2000 domain with one domain controler 50 w2k
clients and one Windows XP Client. When a password expires
all users can change their password on all machines except
on the windows xp machine (they get the message "you do
not have permission to change your password". When the
password isn't expired yet they can change their password
as soon as they are logged on and press ctrl + alt + del
and choose change password.

I can't find the security option "user must logon in order
to change password" on the local machine.

Does anyone know a solution.
