Access Denied on exe run

I am getting a problem where by certain exe's are not running. So far I
have found that iExplore.exe and iKernel wont run, they appear in the task
manager process list but fail to appear on the screen (no they are not just
off screen).

IExplore runs ok when run directly, but when I sttempt to get to my emails
from MSN Messenger and it attempts to open the browser to my inbox, the
process is started but no page appears.

Similarly, when I ran an installation program that required iKernel.exe it
unpacked the file ok but they display Access Denied when trying to run it.

I have checked permissions, I am logged on as a Domain user that has
administrative right on the machine. I am running XP SP2.

It seems I can run any exe if I execute it, but if that exe trys to spawn a
process it fails. What account would they run under?

Do your event logs give you any clues?
