access denied local users and groups snap in

Have a user who has full admin rights on his workstation,
however, he has been denied access administering local
users and groups. Any ideas how to fix? I can not find a
setting in Group policy and I am considering trying to
reset the securit policy.

There is a setting in Group Policy under user configuration/user
configuration/Windows components/MMC... Also check ntfs permissions for the mmc and
related snapin .msc files. --- Steve
