access & dbf files

through ESRI software, I export dbf IV files. I can not get an Access database to import these files. But if I bring the files into Excel, save as db III, shorten the name I will be allowed to import. Why?
 
You seem to have done 2 things - shortened the name and converted to db III. Can you tell which solved the problem?
 
IIRC, the Import of dbf (IV) only accepts DOS name, 8.3 (could include DOS
path also).

try renaming to DOS name and place it in C:\ and see if you can import. If
you can, experiment from there.
