Why Access Dosen't Accepts the Date like (29-Feb-1000) or (29-feb-1300) ;
where the /100 and not by 400 funda is applicable after 1582

Because the developers didn't consider that quirk of the calendar. All
Date/Time values use the Gregorian system. Note that it doesn't
support dates like 30-Dec-324 BCE or Ides March, 552 Anno Conditae
Romae either...
