I work on a network and I have a folder on my hard drive
that I want to share on it, but only with certain users.
I printed off directions for "using access control to
restrict who can use folders" but the only location it
will let me pick users from is my hard drive, not the
network users. Can anybody help me?

Not in a domain?
Create the users on your local computer.

I agree with Shenan, in that if you're not in a domain configuration, your
only other option is to create local users on the computers where the shares
are located, and be sure to create the local users with the same names they
use on their own system, and make sure the passwords are the same to avoid
having to retype it.
