Access Control Settings

Is there a command line that will open the Access Control Settings window?
Normally, you have to right-click on a file or folder, click Properties,
click Security, and click Advanced. I'd like to find a way to program a new
context menu option that goes straight to Access Control Settings (which I
use a lot).

Any ideas?

Cacls.exe can't manipulate the special permissions, and xcacls.exe can only
do some of them. They also can't deal with auditing (which, I admit, I
don't do much with) or ownership.

Detailed security permissions can get pretty hairy sometimes, and in this
case I find the GUI easier to work with. But to set up an item in the
context menu, I need to figure out a command line way to open the Access
Control Settings window.
