Access can not open templates error

HI
As you can tell i am new to this ,i try to open a new template from on my
computer
the message that i receive :-
Workgroup Administrator couldnt create the workgroup information file.Make
sure that you have specified a valid path and file name,that you have
adequate permissions to create the file,and that you have enough disk space
on the destination drive.(-300)

I click ok and receive another message:-
Microsoft office Access couldnt find file(this file seems to be
chinese)This file is required for startup.

I am about to give up please can anybody shine some light on this.Gord

Assuming that you have adequate persmissions, (local Admin on your machine,
and the ability to create/write/delete to the drives you're working on) your
files may be corrupted. First check with your network admin to make sure
that you have those permissions, and if so, uninstall/reinstall Office. If
you re-install, do not accept the defaults Make sure you install everything.
