access 2007 user-level security

hello, we have mdb file created with access 2003 and access 2000.
With Access 2003 there's to user-level security, but when i opened this file
with Access 2007 this security level doesn't work.
where we're wrong?

When you opened this in 2007, did you happen to convert this into .accdb
perhaps by accident?

If not, then we'll need to know more than just 'this security level
doesn't work'. What exactly happens then? What error do you get, if
any? What is the expected result?

No, the convertion was skipped.
Simply, when we opened file mdb with access 2007 we need to manage users
with special rights and different from user to another user like with Access
2003, but i cannot find the same user-level security function.

Are you specifying your workgroup in the startup command line? That
shouldn't have any effect on whether the Access UI presents the
security options or not, but it will make a difference in what users
and groups you see when you try to edit. A2007 creates a new default
workgroup rather than using an existing one for a previous version
of Access installed on a computer. There is no guarantee you're
using the right workgroup except to specify it explicitly in the
commandline of your application's startup icon.
