Access 2007 Office Menu

I want to shut off the ability for a user to open or create new from the
office menu. I already created a custom ribbon but have no clue how to stop
this from showing when they hit the office menu.

I assume you have created the xml statements to create the ribbon. Within
that xml you should have a line which states: Ribbon StartFromScratch=true.

post your xml so we can take a look at it and maybe help you a little more
