access 2007 closes when I click the "office button"

When I click the "office button" in the left upper corner of access 2007 it
causes the program to immediately close. I did not think this is a "kill
button". When I rollover that icon it says "click here to open, save and
print and to see other things that you can do ...
Is this a bug or a feature?

There's something seriously wrong with your install... that isn't a "close
button". But your experience clearly isn't universal -- or the screams
would have been long and loud. Find the Office Update button (in the Windows
Update home page), and make certain there are no unapplied fixes. If that
doesn't work, try repairing the install with the distribution CD or DVD, and
if that doesn't work, uninstall Access and re-install.
