Access 2003 upgrade

can I install just Access 2003 upgrade on Window NT 4.0 server and Window NT 4 workstation? or do I have to buy the whole office upgrade for Windows NT
 
Access 2003 requires Windows 2000 or later, you can not install it on
Windows NT.

To be slightly more precise that Windows 2000 SP3 or later.
