access 2003 table relationships

I'm trying to build relationships a between table that lists multiple
facilities, each has a unique building number id, with mechanical equipment
tables, one for each building, where each facility has some of the same
equipment and also unique equipment. Using the relationship tool, I was able
to associate the "Facilities" primary key (BuildingID) with the Mechanical
Equipment table, using the foreign key (BuildingID). However, I have not been
able to get every facilities individual list of equipment to populate as a
"subtable". Anyone able to share any light on what I'm missing in the design
or detail?
