Access 2003 Report Designer Will Not Open

We have installed MS Office Proff 2003 with SP1 on two laptops with XP SP2.
Everything works except the Access Report Designer willl not launch.
We have un-installed and re-installed. What could it be?
 
You must have a default local Printer Driver installed on each laptop.
It does not matter if a printer is not physically attached.

Issue Resolved:

We had a network printer installed, we contacted the MS Access team, and we
found that in certain cases, you must go the the printing preferences one
time for the printer to have a registry key created. It's a problem with
Access and certain printers. We did that and the reports work.
