access 2003 on the tool bar tools option is greyed out

I just installed access 2003, but on the tool bar, options is greyed out so I
cannot add the new file task bar...please help.....Mary
 
Hi Mary

Do you have a database open? Options (and many other menu items) will be
greyed out unless you have a database open.
