Access 2003 MSDWCF.DLL error on open

I have a database created in Access 2000. When I try open it in Access 2003 I
get the following error. "Your database or project contains a missing or
broken reference to the file 'MSDWCF.DLL' Version 1.0" The database
eventually opens, but some of the forms will not open from the switchboard.
If I open the database in Access 2000 or Access 2002 everything works fine.
