Access 2003 Macro Security Warning

I have two questions: First, what is the difference (if there is one)
between the "medium" macro security level in Access 2002 and Access 2003?

Second, I've read that the best way not to have the Macro security warning
that appears in Access 2003 show up is to set the Macro security level to
low. What are the potential issues I will run into (security wise) by doing
that?
