Access 2003: is there a security alternative to the "low" setting?

My company is about to roll out Office 2003 to our users. For those users
who have Access applications, there is a pair of warning screens that
routinely appear unless you set the user's Access security settings (for
macros) to "low". The instructions to do this are at:

Running Windows Server 2003 on a thin client server for Microsoft Office.

So my question is: is there a way to have more than "low" macro security in
Access 2003, and at the same time not have the user see two security warning
message boxes before launching their Access applications each time?

The alternative is to sign each database with a digital certificate. The
user would get prompted once whether or not to trust the signatory, and if
they do no more prompts.
