Access 2003 can't make MDE FILE

I CREATED database at start with Access-97 than a converted into ver-2000-02
now I installed ver-2003 in my Laptop. my file is only 17 tables, 20-25
forms and about 30 or so macros.
THE PROBLEM IS WHEN I WANT TO MAKE AN MDE FILE, Access-03 won't do it,
instead display this error "Access was unable to make MDE file", Why?

Please let me know someone out there, if anybody have this type of cituation.
