Hi Sam,
No you get them bundled with the security updates or with the software you
install from MS.
But you can copy a DLL (exact DLL) from either the installation directory
(i386) or from the CD if you have the same Program on that CD.
Can you please let us know what DLL you are looking for if you need further
help!.

Sorry, I don't know what you're trying to get at here. What dll files
are you concerned with?
