Ability to read .rar, .001 r00 etc..

Powerarchiver does not work with Vista yet. I think it would be cool if
Windows built in self extractor would work with more file types. Such as the
ones Powerarchiver and winrar support.

7Zip does the trick for me AND it has some features that work ONLY with
Vista. For example, to 7Zip gives the option of enabling large page
allocations in Vista which can speed compression by 15-20%. This combined
with the already fast 7Zip algorithms makes archival processes almost
instantaneous for nominal sized files.

Oh yeah and it supports all these formats:

Packing / unpacking: 7z, ZIP, GZIP, BZIP2 and TAR
Unpacking only: RAR, CAB, ISO, ARJ, LZH, CHM, Z, CPIO, RPM, DEB and NSIS

And it's free.

And how much do you suppose it would cost MS to buy the licences needed
for that?
