aaarrrgghh access denied

I was trying to install a new program and I get the error message something
like, installer doesn't have access to documents and settings folder. I have
tried to use the administrator (I am the administrator) in safe mode to
change to full access and take off the read only. it appears to work then
just goes back to read only!

Please help me! I gave up on the new program but am now frustrated and
determined to get into this folder!

any ideas?

Some OEM's install a version of the OS that does not
allow all admin rights to the end user(you), I've noticed
Hewlett Packard does this. Call your computer company
tech support line and have them walk you through the
process to allow FULL admin rights. happy installs!
