A workgroup installation computer does not support the operation

I have a Win 2003 server sitting on a domain. I create a public queue manually on the server. When I go to acess the queue from my code, I get "A workgroup installation computer does not support the operation". I know that a server that is not on a domian will not allow me to create a public queue but my server is on the domain. I even installed and created MSMQ public queue on the DC itself, however, I got the same error message

Anyone has a clue?

During set-up of MSMQ on the member server you have to integrate MSMQ in the
AD.
