A way to bump posts??

No, and it would be contrary to the best interests of the discussion groups
if there were such a way. People would constantly be "bumping" their posts
to keep them at the top of the list.

I see you're currently engaged in a dialog with Doug Steele, one of the most
knowledgeable of the regular posters. My sense is that you ought to
continue that dialog, rather than starting a new one. However, a couple of
days have gone by since Doug's last reply. If I were you, I would post
another reply in that thread, answering Doug's question about what you
really want to accomplish a bit more completely. If another day goes by
with no reply, I think you'd be justified in starting a new thread.

Is there a way to bump messages back to the top??

No, because there is no "top". There is instead a NNTP newsgroup, propagated
to tens of thousands of computers all over the world, and a whole raft of
different ways to view the messages in that newsgroup. The
discussions.microsoft.com webpage is but one of these many ways, and not the
best. Each different newsreader controls the order of messages in its own
manner, some programmable (my favorite Agent for example) some not (the
webpage), so the message that's "at the top" of one person's screen might be
twenty screens down on another.

If you would like a refund of the cost to you of contacting the unpaid
volunteers who answer questions here, you're welcome to it: here - [ ]

Try a little patience, or start a new thread with your question.
