A very long footnote will not split over to the next page?

When using and indented header style a very long footnote (referenced in the
header) will not split onto the next page, hence a huge cap on a page.
Another footnote referenced in the same header appears half way up the page
when the settings are set at Bottom of Page.

Make sure the Footnote Text style is not formatted as "Keep with next" or
"Keep lines together." If all else fails, insert the footnote reference in
the paragraph below the header and format it as Hidden. In the heading,
insert a cross-reference to the "Footnote number (formatted)."
