A question about Excel 2003 Dialog Boxes

I am a little bit puzzled when it comes to dialog boxes, I'm trying t
understand why the arrow keys (on the key board) don't work when makin
cell or range reference. For instance, the 'Define Name' dialog box ha
a control box called 'Refers to', when making entries the arrow key
are not assigned to the active curser but are assigned to the activ
cell on the worksheet.

Can anyone answer why this is?

P.S. I know how to navigate without the mouse

When in these dialog boxes you are in Enter or Point mode(as can be seen on
Status Bar)

Moving the arrow will change cell reference. Very annoying.

Hit F2 to get into Edit mode and arrow keys will not do this.

Thank you Gordon but I know about the F2 key.

I was just curious, is this an area where the designers got lazy or i
there a real reason for why this is
