a lot of the links i try to open will not open

i try to access yahoo music, and it says that i have a pop-up blocker
installed, but i havent loaded ne, and the one i do have is shut off.....can
someone tell me why this is, and how it is affecting the way i use my desktop
links because they too will not open....ne help is appreciated
