A function to return the value of a blank cell

Hi
Is it possible to write a function that will give me the value/text entered
in column 3 (supplier) when cloumn 2 has the highest number to a different
cell that i can then link to a Word doc. I have tried different functions
without luck.
Date PO: NO Supplier Orderd By Goods Description
19/07 100
20/07 101
21/07 102
22/07 103
