a DotNet start page question

When I open my dotnet start page, running vb.net in my particular case, there
is a listing for recent projects and the modified date. As I change my
program, the modified date doesn't change. CAn someone explain why??

I think the modified date is the date the solution was modified. Like project
added/removed. Correct me if im wrong.
