_stand alone 2000 server accounts backup

I would like to know an easy method to backup all user
accounts on a "Stand Alone" Windows 2000 server. It seems
there are many articles on AD, however none I've found on
a simple non-AD server.... Help....

Backup "C:\\Documents and Settings" and the System State
when no user is logged on.

Perhaps if you explained what you were trying to accomplish, a better solution
could be proposed.
