The one I settled on is Radclocker, available from:

The reasons are that it's small, lightweight, doesn't add any crap to your
system, just gives you an overclocking tab on your display properties.
BTW, I have the same card (fireblade version, right?) and the memory is
already slightly overclocked... it runs at something like 325Mhz compared to
the default of 300Mhz. I couldn't increase the memory speed of my card
without creating artifacts, but like most 9600xt cards, you can usually
whack the core speed from 500Mhz to 550Mhz with no extra cooling.
