7.exe application?

I'm pretty new to the internet, but recently i was having major problems with a website that was trying to place applications on my computer- no matter what i did it kept coming back under different guises, ive eventually blocked the website and applications with norton, but a particular exe file 7.exe and 8.exe keep coming back into the windows folder and no matter what i do they will not delete..what are these and are they harmfull?..also a browse.exe appears randomly even though ive blocked it...help please!!! thanks
