5TH POST!!!!! Runtime Error 5 @ hex

I keep getting this runtime error 5 @ 00937084 everytime
I start my computer the hex number changes other then it
being an annoying pop-up there seems to be nothing wrong
with the come I've ran anti-virus Spy-bot search and
destroy and also an anti-trojin it doesen't even pop up
in event viewer I've also tryied a system restore but
nothing has seemed to work any help would be greatly
appreciated thanks.

This is a peer support group. If you do not think you are getting that
support you need contact Microsoft Support. Most of the time you can search
on www.google.com and find others with the problem. But i'm not finding
anyone with the problem. Disable all startup items, scan for virus,
spyware, and update Windows XP. If you still dont have any success try a
repair install of Windows XP. If that still doesnt work you might consider
backing up all important imformation and doing a clean install of Windows
XP.

the lack of an arbitrator. If a device requests a resource
type for which there is no arbitrator, you receive this
error code.

To resolve this problem, update the driver as suggested,
or use Device Manager to remove the device and then run
the Add New Hardware tool in Control Panel.
