You have to set the e-mail program you want as the default e-mail client.
You don't mention which one you want to use, so this is for Outlook Express.
It is similar for other e-mail clients.

Make OE the default e-mail client:

For links in e-mail:

And:

Restores OE to the E-mail clients list in Internet Options

If you have MS Outlook installed, also see:

"Send To" and E-mail Links Do Not Work Using Outlook Express as Default:

I didn't mention it because I thought it would make the ? confusing anyway I
want to change it to hotmail how would i do that?

Sorry. Never used Hotmail. Someone else will likely be able to help.

Now, if your subject was something like Make Hotmail the default e-mail
client instead of ?, it would have received better attention.

its not an issue anymore jim I got everything figured out I should of
realized that is so obvious just change the main e-mail settings in the start
menu.

You ask in a group that has something to do with your email client.
This group is not that group as XP has no native email ability.

Ask elsewhere

Or ask in a newsgroup for general questions. Notice that as this *is* such
a newsgroup you can safely ignore our resident ****wit.
