31/2 Floppy Won't Work

Ever since I had a new hard drive installed, I cannot read, write or
format discs on the floppy drive. The drive is detected, I hear it
struggling and the device manager says it is working properly, but it
tells me the disc is not formatted (these are formatted discs with
content written on them) and after several tries I get "A// is not
accessible". Windows tells me the driver is valid and I have
uninstalled it and re-installed it and still no luck. Any suggestions
would be appreciated.

Since, you had work done inside your computer, I would check that the two
connectors for the floppy drive are fully inserted {especially the one on
the mother board end}.

Or the OP reversed the ribbon cable. Make sure pin 1 on the mobo header
goes to pin 1 on the floppy drive. The stripe on the ribbon cable
should be on pin 1. See http://www.pcguide.com/proc/config/fdd-c.html.

Make sure the floppy drive for A: is connected to the ribbon cable AFTER
the twist; otherwise, your floppy drive is now drive B: (see
http://www.pcguide.com/ref/fdd/confCable-c.html).

If you didn't take precautions against zapping your computer against
static electricity, it is always possible you zapped the mobo or drive.
Hopefully that's not the cause of your difficulties.
