2003 Track changes

I can't seem to turn on track changes when responding to an email. The
instructions say to go to Tools > Options and track changes, but it still
doesn't go on. So I tried the Ctrl + Shift + E and it still won't go on.
I've tried all of these steps when in Rich Text, HTML and Plain Text. Is
there another setting for this?
 
Turn on Word as your email editor.
