2003 Forms - Start Reinforcement

I am trying to create a form and when I go to protect it, I choose editing
restrictions then in the dropdown Filling in Forms. The 3rd step is Start
Reinforcement.. which is grayed out I can't click on it. What would be the
reason that this field is grayed out. Is there an option that I need to
change.

this has happened to me before also.

Try saving the document and then reopening it and trying again.

I think this is what I ended up doing and it worked.

The most common cause of this is the document is considered as a Mail Merge
document. Right-click a toolbar and turn on Mail Merge. Then click the
Document Type button and select Normal Word Document if necessary.
