I have a client who uses windows 2000 terminal server and
needs clarification on licensing. if 10 people are going
to access this box, do I need 10 tscals as well as 10
windows 2000 cals. most machines connecting are windows
2000 or later so they already own tscal. some are windows
98 which a tscal is required. also is there a way to
easily revoke a tscal from machine no longer using
terminal services.

10 devices connecting means you need 10 server CALs and 10 TS CALs.
BUT: W2K Pro and XP Pro clients receive a free TS CAL from the TS
Licensing Server, as soon as you have the LS installed and activated.
So you only have to buy TS CALs for the other clients.

If you run at least SP3 on the TS and the LS before you install your
TS CALs on the LS, then all licenses will get an expiration date,
which will make sure that unused licenses (belonging to discarded
clients) will be returned to the LS automatically.
